The WAIRE Program
The WAIRE program is complicated, and it can be a challenge to understand the requirements that apply to you. Our in-house EV Acquisition team has the expertise to help you navigate these complexities. Plus, we’re able to provide the trucks and charging stations you need to earn WAIRE points for full compliance.
What Is the WAIRE Program?
The Warehouse Actions and Investments to Reduce Emissions (WAIRE) Program (also known as Rule 2305) aims to reduce nitrogen oxide and diesel emissions associated with warehouses, and help meet federal standards to improve public health, especially in communities located near warehouses in the South Coast AQMD. An overview of the program is summarized in a fact sheet provided by the South Coast AQMD.
How Does the WAIRE Program Work?
The WAIRE Program is a menu-based point system that requires warehouse operators to earn WAIRE Points by completing actions off the WAIRE Menu, by implementing an approved Custom WAIRE Plan, or by paying a mitigation fee every year. Warehouse owners are required to submit a one-time informational report on their buildings, and warehouse operators will also be required to submit annual reports detailing facility operations and proving compliance through the WAIRE Program Online Portal. For additional information, the South Coast AQMD has provided answers to some of the most frequently asked questions about the program.
Who Must Comply with the WAIRE Program?
Owners and operators of warehouses in the South Coast AQMD that have 100,000 square feet or more of indoor floor space in a single building must comply with the new regulations, also known as Rule 2305. Warehouse operators may be exempt from parts of the rule if they operate <50,000 square feet for warehousing activities, if the number of points required is <10; or if the WAIRE menu action chosen underperforms due to circumstances beyond the operator’s control, such as a manufacturer defect. Paying Mitigation Fees
Warehouse operators may earn WAIRE Points by paying a mitigation fee of $1,000 per WAIRE Point. In other words, warehouses operators can pay to pollute. Please note that in addition to the $1,000 per WAIRE point, a 6.25% processing fee will be added to transaction.
